A Foreigner In Kenya, Chapter 8




Actually I haven't known this, I got it by my last research.

I would like you to give/transmit warnings to all those till Kenya especially through the International airport to make first proper arrangements and make sur that there is a fair security upon arrival in Kenya.Otherwise,most will be surprised when the fund/money they are keeping in their suitcases or wallets(mostly wanted is the US Dollar currency bills) is robbed or stolen by Kenyan police at the airport without proper information.The average amount allowed to declare as a tourist/visitor must be determined as to not exceed not more than $5000,00 only.

I hope that you kindly transmit this message to all travel agencies in South Africa or abroad.This may be transmitted also to all other you find might be needing such an information like at OR Tambo International Airport,Johannesburg.

Kenya is not an easy country, that I must say. What in other countries of this world is very common and normal, in Kenya it is not allowed. 

In South Africa I as a Foreigner can open a bank account, that's very easy, takes only a few minutes. Then I can transfer money to this account and I don't have to run around with my pocket full of money. That's for my safety. Everyone is doing this. But in Kenya its not alowed.

The question is only why? What reason is behind it.

I can remember very good when the Kenyan government changed the currency. I asked what is the reason behind it. The answer was that the government want to stop money laundering. Still now I got no idea how this should go. If someone got black money, maybe under his pillow, he must change it to the new currency. Actually I don't believe that someone is hiding money under his pillow. The rich they got bank accounts in other countries. They are laughing about that.

In the matatu

In Kenya there are a lot of matatus. Transport is usually done by them. The streets are full of them. There are different types of matatus. One for short travelling, others for long, fast and slow.

One day I entered one of these matatus. I got a seat in front beside the driver. The driver was a young man with a moustache. I can remember him very good because at this time I also have had a moustache.

He started to talk with me. Anyway it was a small conversation.

As a Kenyan he complained about his life. "We are so poor!," he told me, not knowing that I read newspapers.



"Why you say this?," I asked him.

"We are poor, we have nothing."

"Is that true?," I asked him.

"Sure!"

"Can't be," I said.

He was amazed. "Why you said that?"

"Listen," I answered, "I have been reading the news. Some days ago there was an article in the newspaper mentioning that Kenya is doing good. This was an investigation done by the world bank."

"Cannot be!," he cried out.

"Hold on, I'm not finished. Next day there was another message in the newspaper, saying that's not true, that Kenya is poor and that Kenya is doing good in East Africa is a lie."

The driver nicked with his head. He agreed completely with what I said.

"And yesterday there was another article in the newspaper. You want believe it but it says that a lot of money is in the country. And when you calculate that less then 50 million people are living in Kenya - what a surprise - each of your guys have in your pocket or your bank account 12 million. Such a lot of money and you're still poor. "

He agreed." Yes, that's true, we are poor. "

" So you mean you don't have 12 million in your pocket? "

" Of course not! I am poor! "

I only could ask him." If you don't have that money in your pocket where is it? Someone else must have it, the question is only who got it? "

He was looking at me not knowing what to say. After some time he said:" They are lying. "

I haven't asked him who in his opinion is lying. For sure he wouldn't known it. For him all Kenyans are poor and that is actually what I found out: all Kenyans are poor. In this country no one is doing good all are suffering. If Kenya's wealth were equally distributed, then every Kenyan would have just this 12 million in his pocket, but because the wealth is unevenly distributed, the majority has to suffer so that a minority can live damn well.

The driver could not understand. Only few people can understand.

Later I got the news that in Kenya only 2 million people are paying taxes. I can't say if this is true. What I found out is simple, most people are self employed, that means no job. So it can be true.

Corruption in Afrika

Our beautiful continent has over fifty countries. Some of these countries are ruled by corrupt leaders. They influence the judicial system, award jobs to their relatives, and limit the freedom of the press. This results in many African countries having a small wealthy elite while the majority of the population live in poverty and desolation.

We can only take a look at the number 1 and the last one.

What we can see here is simple. All African countries are driven by corruption. The lists are not important, important is that nobody is declaring that his country is not corrupted.

Let's have a look at Kenya.

This is the corruption report from 2020 from the Risk and Complying Portal. 

Kenya’s competitiveness is held back by high corruption levels that penetrate every sector of the economy. A weak judicial system and frequent demands for bribes by public officials lead to increased business costs for foreign investors. Widespread tax evasion hinders Kenya’s long-term economic growth, and fraud in public procurement is rampant. Corruption, active and passive bribery, abuse of office and bribing a foreign public official are criminalized under the Anti-Corruption and Economic Crimes Act 2003, in addition to the Bribery Act of 2016 which strengthens the fight against the supply-side of corruption. Facilitation payments are criminalized and there are rules for what types of gifts public officials are allowed to accept. Adequate enforcement of Kenya’s anti-corruption framework is an issue as a result of weak and corrupt public institutions.

Corruption is rampant within Kenya’s police. The Kenya National Police Service is ranked as the most corrupt institution in the country, and bribery is reported to be the only way to access the police and expedite services (HRR 2016).

The competitiveness of Kenya’s business environment is impeded by rampant public-service corruption. Complying with administrative requirements takes a lot of time and is plagued by red tape (GCR 2016-2017).

There is a very high risk of corruption in Kenya’s land administration. Kenyans report a high likelihood of bribery demands in meetings with land service officials, and corrupt practices reportedly occur in almost 20% of all interactions (TI Kenya, 2014). 

The tax administration in Kenya carries a high risk of corruption. Companies report that irregular payments and bribes in the process of tax payments are very common (GCR 2015-2016).

Kenyan public procurement is subject to rampant corruption and bribery. Companies report that bribes and irregular payments are highly common in the process of awarding public contracts (GCR 2015-2016).

Businesses should note the enforcement of anti-corruption legislation in Kenya is inadequate as a result of the weak judicial system and a lack of strong institutions (BTI 2016).

Kenya’s Constitution guarantees freedoms of press and expression (HRR 2016). In practice, the government does not completely respect these rights; journalists are facing increasing pressure from authorities and new laws that challenge their ability to report freely (FotP 2016).

And that's not all.

Companies face a moderate risk of corruption when dealing with Kenya’s judicial sector. Companies report bribes and irregular payments in return for favorable decisions are common (GCR 2015-2016).

Wacha nianze tangu mwanzo. Bila shaka! Mimi ni mgeni, ninakuja Kenya kukutana na mwanamke. Nilipata kutoka kwenye mtandao. Mawasiliano ya mtandao kawaida ni hatari na ngumu. Unaamini, amini kile mwanamke anakuandikia. Ikiwa hauamini mwache, kata mazungumzo. Na nilimwamini. Jina lake ni Jacqueline Ogutu. Yeye sio mchanga, sio mzee, katika umri mzuri, mama wa watoto wanne. Kufanya hadithi hiyo kuwa fupi, nilihisi kumpenda. Nilikuwa nikifanana sana. Yeye ni mwanamke mzuri na mzuri. Baada ya wiki kadhaa, tulikaa pamoja huko Mosocho, Kisii, ananiuliza ikiwa sitaki kununua nyumba kwetu. Nilidhani hilo ni wazo zuri na tunaanza kutafuta. Riuru, Kilimani, na maeneo mengine mengi tuliyokuwa tunatembelea. Lakini hoses zimekuwa, kwa hali yangu, kupanuka. Niligundua, ikiwa nitajenga nyumba yangu mwenyewe itagharimu nusu ya bei! Kwa hivyo tulikuwa tukitafuta njama. Hiyo ilikuwa rahisi basi shangazi yake alituunganisha na mmoja wa washiriki wenzake katika kijiji chake. Jina lake: Charles Mukuzi. Jambo la kushangaza ni kwamba pia kulikuwa na mtu, Patrick Hamazi. Alikuwa karibu kila wakati, hata wakati tulikuwa huko kutembelea njama hiyo, na sio njama yake. Mimi bougth njama. Tulikwenda kwa mtumishi, anafanya mkataba, hapa inaitwa makubaliano ya mauzo, kwenye stempu ya karatasi na Wizara ya Ardhi. Jackie walikuwa wakitafuta fundi. Alikuja na mvulana mmoja, jina lake ni Innocent. Nilijadiliana naye mara kadhaa juu ya jambo hilo na polepole sijahisi kufanana na mtu huyu. Nilimuuliza afanye mpango tunahitaji vifaa vipi na ni gharama gani ikiwa ni pamoja na kazi. Hakukuwa na matokeo. Baada ya siku kadhaa alikuja na akanionyesha ujumbe kwenye simu yake kutoka, kama alivyosema mbunifu, kwa kupaka rangi nyumba na kuhesabu vifaa. Hiyo ilikuwa chumba cha wageni sana. Alitaka 50.000 na 30.000 kwa kuchora nyumba. Namuuliza Jackie ikiwa Innocent ni fundi kweli? Alisema ndio. Kutoka wapi unamfahamu ?, lilikuwa swali langu linalofuata. Tuna nyumba kadhaa, jibu lake. Nadhani hakuna kitu sahihi. Wiki kadhaa baadaye nimefanya mchoro wa nyumba yangu kama vile ningependa. Tulikwenda Migori, tukapata mbuni, nikatoa maoni yangu, akasema hiyo ni sawa. Amefanya kuchora, stempu kutoka kwa serikali, nililipa ada na tulikuwa tayari kuanza na ujazo wa nyumba. Jackie wa karibu tukapata fundi, Benard. Bei ilikuwa sawa. Muonekano wake uko sawa. Hata hivyo amefanya vizuri.

Wakati wowote tulipotembelea tovuti ya ujenzi, kulikuwa na Patrick huyu. Alikuwa karibu kila wakati na pia shangazi ya Jackie. Swali lililofuata lilikuwa ni kutafuta mtu atakayesimamia ujenzi huo. Jackie amekuwa na wazo nzuri. Shangazi yake na Patrick wataangalia tovuti, na napaswa kuwapa kila mmoja 50.000. Ili kudumisha amani nilikubali kwanza, kisha baadaye nikakataa. Kwa pesa hizo ilikuwa inawezekana kwenda kila siku kwenye wavuti. Na huyu Patrick anaanza kwenda kwenye mishipa yangu. Chochote ambacho tumelazimika kuagiza, kufanya, yeye hutoa maoni yake kila wakati na hivi karibuni nimegundua, chochote alichosema ni sawa. Hakuna maswali zaidi, hakuna mazungumzo tena. Patrick huyo ni nani, nilimuuliza Jackie. Nilidhani ni jamaa kwa sababu alikuwa karibu kila wakati. Simjui, alijibu. Kwa hivyo anachotaka hapa, sijampigia simu, nilimjibu. Anataka kutusaidia, jibu lake lilikuwa.

Tunazungusha matofali kutoka kwa mkulima wa karibu. Ilikuwa nafuu kidogo. Kinachozidi kupanuka ilikuwa usafirishaji. Bei za wazimu wanauliza. Matofali yalisafirishwa na ujenzi unaanza.

Basi imenilazimu kuondoka nchini. Lockdown alikuja. Miezi sita nilikuwa nikingojea kurudi.

Ninaporudi, kitu kilibadilika. Ndoa alitaka. Sawa hakuna tatizo. Tulikwenda Kisumu kwa usajili. Hoteli ya Palmers tuliamuru sherehe hiyo. Siku nyingine tulikutana na wazazi wake. Jackie na mama yake walikwenda kwa askofu kuzungumza naye. Ikiwa kweli wamekuwepo? Wao tu ndio wanajua. Askofu alikubaliana na Hoteli ya Palmers, magari mawili ambayo nimelazimika kuagiza kwa watu wa kanisa, lazima waje. Askofu pia alihitaji msaada kutoka kwa mchungaji, kwa hivyo watu wasiopungua 15 kutoka kanisani wanapaswa kuja kusaidia sherehe hiyo. Nikauliza, lazima washike mikono? Inawezekana. Siku kadhaa baadaye tumekuwa na nyaraka za usajili. Askofu na mchungaji walipewa jukumu la kutusaidia. Ninawaambia ukweli, wote wawili walikuwa wamesimama kwenye sajili kama kifurushi kisichochukuliwa. Kwa hivyo, hakuna msaada kutoka kwao. Tulitoka kwenye sajili na Jackie akasema, hebu tupate kitu cha kula katika Hoteli ya Palmers. Askofu alikuwa akiangalia pembeni, akiuliza, Hoteli hii ya Palmers iko wapi? Nilinunua mabaki ya harusi, na vitu vingine, wanawake wanapenda. Na ndio, alikuwa anaonekana mzuri katika mavazi hayo, kama malaika.

Wakati unapita. Ndoa haikuwa jambo tena. Nyumba haikuwa jambo tena. Binti mmoja amekuwa na shida katika ndoa yake lakini hii hainihusu.

Tabia yake inakuwa ya kushangaza. Ajabu sana. Sasa najua ilikuwa hii ilisababishwa na. Alikuwa akifikiria kuwa mimi ni tajiri na polepole akagundua kuwa mimi sio tajiri. Ninaweza kununua chakula changu, naweza kulipa bili zangu, lakini hiyo ni yote. Kwa hivyo akafikiria kutafuta tajiri. Na alidhani amepata moja. Alikwenda Nairobi kukutana naye na alikutana naye. Aliniita kutoka hapo na nikasikia sauti ya mwanamume, ikimwambia, mwambie unampenda, halafu unacheka. Swali ni tu kabla au baada ya kulala naye. Nina hakika, alimfukuza, uwezekano mkubwa baada ya wao kuifanya. Siku iliyofuata alirudi na macho mekundu. Nadhani alikaa usiku katika kituo cha kuhamisha.

Nilikuwa nikizurura, kwa sababu hadi sasa hana uwezo wa kukaa kazini. Alipoteza kazi zote ambazo aliweza kupata. Na hiyo sio ajabu. Wakati mmoja nilimuuliza ni ngapi ni 10x50 na hakuweza kujibu. Labda kwa zero nyingi kwake. Kile nilichosikia ni kwamba walikodi duka na kuifanya tena, ambayo inagharimu karibu 25.000. Hizo pesa zinatoka wapi? Jibu rahisi, haswa kutoka kwangu. Kwa miezi iliyopita Jackie amechukua pesa kutoka kwangu. Siku moja niliangalia kwenye mkoba wangu na pesa zote zilikuwa zimekwisha!

Hadithi lazima ifupishwe. Nikamuacha. Niligundua kuwa hakunipenda kamwe, nilikuwa benki tu kwake.

Miezi baadaye nilirudi. Hakuna haja ya mimi kuwa na nyumba, shamba nchini Kenya, nataka kuiuza. Nyaraka hizo ziko kwa Jackie. Nilikwenda Mosocho, nikakaa katika Hoteli ya Venus Gardens. Huko Mosocho kila mtu ananijua. Dakika kumi baada ya kufika kwangu Jenny rafiki yake Joy alikuja, akiangalia ikiwa ni mimi kweli. Baada ya muda Jackie alikuja. Tuliongea. Muda mfupi alisema, alikataa kunipa hati. Alikataa kila kitu. Nilimwambia ikiwa atafanya kama hivyo sina nafasi nyingine ya kwenda kortini. Jackie alikuwa akicheka. Aliniambia nini kitatokea, wakili atachukua pesa zangu na atachukua njama yangu. Tulikuwa tukijadili haya, kisha akaniinama na kusema, sasa tunaingia chumbani kwako na utanivuta! Nilikataa, kulikuwa na mtu mweusi anayezungumza naye, kwa hivyo nikamwambia kwamba mtu huyu anataka kumtomba. Nilienda chumbani kwangu, Jackie nyuma yangu. Nilipofungua mlango nimeona kuwa kuna kitu kilikuwa kibaya. Niliibiwa! Jambo la kushangaza ni kwamba makubaliano ya mauzo yameibiwa. Pia kiliibiwa koti langu, mkoba wangu na 40.000, miwani yangu, chombo changu cha kupima sukari, suruali moja. Vitu vingine vyote vilikuwa vimebaki.

Sasa nina wakili na hakuna kinachokwenda. Pesa zangu tu. Nilipoteza kila kitu. Jackie hajatumia KSh 1 na sasa anapata milioni 2. Kama nilivyogundua, Kenya hakuna sheria iliyopo. Na hiyo ni kweli. Hapa unaweza kufanya unachotaka.

Mgeni ndiye aliye huru zaidi. Na hiyo sio kweli kila wakati. Vijana wengine waliniuliza ninaionaje Kenya, kwanini wazungu wengi wanakuja Kenya. Waliamini nitasema kwa sababu ni nchi nzuri lakini naijua vizuri. Wazungu wanakuja hapa kwa sababu hapa kuna biashara nzuri inayowezekana. Hiyo inamaanisha hapa wanaweza kufanya kile wanachotaka, pesa hufanya barabara moja kwa moja. Ulaya watasindika, hapa hakuna kinachotokea.

Nimefanya utaftaji mdogo. Kweli nilijaribu kupata ukweli.

Hapa kuna matokeo yangu.

1. Jackie ameolewa na Odongo. Nikamuuliza kwanini kwenye ID YAKE anaitwa Odongo? Ni makosa na serikali, alisema.

2. Patrick, kwa hivyo ujumbe, ni mpenzi wake.

3. Nilijificha. Hiyo ni hakika. Na hii ilipangwa na shangazi yake, Patrick na Jackie. Swali hapa ni, Charles yuko wapi? Je, ni jamaa, mpenzi? Au nini?


Hiyo ndio hadithi. Mimi sio mtu mweupe pekee ambaye alinaswa. Kuna wengine wengi. Shida ni kwamba hakuna mashtaka. Wezi wanaweza kuiba. Hakuna anayewazuia. Polisi hawafanyi chochote, CID haifanyi chochote. Conning inaweza kuendelea.

Kenyan Ladies

Let me start from the beginning. Off course! I am a foreigner, coming to Kenya to meet a woman. I got her from the internet. Internet contacts are usually dangerous and difficult. You trust, believe in what the lady writes to you. If you don't trust leave her, cut the conversation. And I trusted her. Her name ist Jacqueline Ogutu. She's not young, not old, in a good age, mother of four children. To make the story short, I felt in love with her. Was feeling very conformable. She is a nice and beautiful lady. After some weeks, we stayed together in Mosocho, Kisii, she ask me if I don't want to buy a house for us. I thought that's a good idea and we start searching. Riuru, Kilimani, and a lot other places we were visiting. But the hoses have been, for my circumstances, to expansive. I found out, if I build my own house it will cost the half price! So we were searching for a plot. That was easy then her aunt connected us to one of her fellow members in her village. His name: Charles Mukuzi. The strange thing was that there were also a man, Patrick Hamazi. He was always around, even when we were there to visit the plot, and it is not his plot. I bougth the plot. We went to the serveiler, he make the contract, here it's called sales agreement, on a paper stamp with Ministry of Land. Jackie were looking for a fundi. She came with one guy, Innocent is his name. I discussed several times with him the matter and slowly I haven't felt conformable with this guy. I asked him to make a plan how much materials we need and what are the costs of them including the labor. There was no outcome. After some days he came and he showed me a message on his phone from, as he said architect, for painting the house and calculating the materials. That was very couriouse. He wanted 50.000 and 30.000 for drawing the house. I ask Jackie if Innocent is really a fundi? She said yes. From where you know him?, was my next question. We have build some houses, her answer. I guess nothing is correct. Some weeks later I have done a drawing of my house as I would like it. We went to Migori, we found an architect, I presented my ideas, he said that's OK. He have done the drawing, the stamps from government, I paid the fees and we were ready to start with the contraction of the house. Nearby Jackie we found a fundi, Benard. Price was OK. His appearance OK. Anyway he has done good.

Anytime we visited the construction site, there was this Patrick. He was always around and also the aunt of Jackie. The next question was to find somebody to look after the construction. Jackie have had a good idea. Her aunt and Patrick will look after the site, and I should give them each 50.000. To keep peace I agreed first, then later I refused. For that money it was possible to go everyday to the site. And this Patrick start to go on my nerves. Whatever we have had to order, to do, he always gives his ideas and shortly I found out, whatever he said it was OK. No more questions, no more discussions. Who is that Patrick, I asked Jackie. I thought it's a relative because he was always around. I don't know him, she answered. So what he want here, I haven't called  him, I answered. He want to help us, was her answer.

We bougth bricks from a nearby farmer. Was a little bit cheaper. What becomes expansive was tge transport. Crazy prices they ask for. Bricks were transported and the construction starts.

Then I have had to leave the country. Lockdown came. Six months I was waiting to come back.

When I'm back, something got changed. Marriage she wanted. OK, no problem. We went to Kisumu for registration. Palmers hotel we ordered the ceremony. Another day we met with her parents. Jackie and her mom went to the bishop to talk with him. If they really have been there? Only they know. Bishop agreed with the Palmers Hotel, two cars I have had to order for the church guys, they have to come. Bishop also needed assistance from a pastor, so at least 15 people from church should come to help with the ceremony. I asked, must they hold at hands? It's possible. Some days later we have had the documents for registry. The bishop and the pastor were assigned to help us. I tell you the truth, both of them were standing at the registry like a parcel not taken. So, no help from them. We went out from the registry and Jackie said, let us get something to eat at the Palmers Hotel. The bishop was looking around, asking, where is this Palmers Hotel? That makes me feeling a little bit curious. Actually now I don't believe that the bishop is a bishop or the pastor is a pastor. Days later we met him in Kisumu. We were there for the online registration of our planned marriage. He gave advice what and how we have to scan and copy our documents, than he left. Jackie wanted a church wedding as mentioned above. So she has to fill in the registration number of the church and the pastor, neither the bishop has given it! Strange, at least this tgey should have known. I bought wedding groowns, and some other stuff, ladies like it. And yes, she was looking great in that dress, like an angel. 

Time goes by. Marriage was no more matter. House was no more matter. One daughter have had problems in her marriage but this doesn't concern me.

Her behavior becomes strange. Very strange. Now I know it was this was caused of. She was thinking that I'm a rich one and slowly she found out that I'm not rich. I can buy my food, can pay my bills, but that's all. So she thought to look for a rich one. And she thought she got one. She went to Nairobi to meet him and she met him. She called me from there and I heard a man's voice, telling her, tell him you love him, then giggling. The question is only before or after she slept with him. I'm sure, he kicked her out, most likely after they have done it. Next day she came back with red eyes. I guess she stayed overnight at the shuttle station.

I was wandering what was going on, really. No more question about the house. No more question about me. I start to be a stranger. The other daughter, Jenny, started her own business. I was wandering, because until now she is not capable to stay at work. She lost all the works she was able to get. And that's not strange. One time I asked her how much is 10x50 and she could not answer. Maybe to many zeros for her. What I heard is that they rented a shop and restaurated it, that costs about 25.000. From where comes that money? Easy answer, mostly from me. For the last months Jackie has taken money from me. One day I looked into my wallet and all the money was gone!

The story must be shorted. I left her. I found out that she never loved me, I was only the bank for her.

Months later I came back. There is no need for me to have a house, a plot in Kenya,want to sell it. The documents are with Jackie. I went to Mosocho, stayed in Venus Gardens Hotel. In Mosocho everybody knows me. Ten minutes after my arrival Jenny an her friend Joy came, checking if it's really me. After a while Jackie came. We talked. Shortly said, she refused to give documents to me. She refused everything. I told her if she acts like that I have no other chances as to go to court. Jackie was laughing. She told me what will be happen, the advocate will take my money and she will take my plot. We were discussing this, then she  bent over to me and said, now we go into your room and you fuck me! I refused, there was a black guy talking with her, so I told her that this guy want to fuck her. I went up to my room, Jackie behind me. When I opened the door I have seen that something was wrong. I was robbed! The strange thing is that the sales agreement was stolen. Also was stolen my jacket, my wallet with 40.000, my eyeglasses, my sugar measure instrument, one trousers. All other things were remaining.

Now I have an advocate and nothing goes. Only my money. I lost everything. Jackie has not spend 1 KSh and now she's gaining 2 million. As I found out, in Kenya is no law existing. And that's true. Here you can do what you want.

The foreigner is the looser. And that not always true. Some guys asked me how I see Kenya,why so many whites are coming to Kenya. They believed I would say because it's a beautiful country but I know it better. The whites coming here because here is a good business possible. That means here they can do what they want, money makes to road straight. In Europe they will be processed, here nothing happens.

I have done a small search. Actually I tried to find out the truth.

Here is my result.

1. Jackie has been married to Odongo. I asked her why on HER ID her name is Odongo? It's a mistake by government,she said.

2. Patrick, so the message, is her lover.

3. I got conned. That's sure. And this was planned by her Aunt, Patrick and Jackie. The question here is, where is Charles? Is he a relative, a lover? Or what?


That's the story. I am not the only white guy who got conned. There are a lot others. The problem is that there is no prosecution. The thiefs can thief. No one is stopping them. Police is doing nothing, CID is doing nothing. Conning can go on.
